historical evolution of Brazilian Social Security, through classical and contemporary
doctrine, analysis of legal texts and executive decrees, combined with the study of
the way currently the benefits and services are granted were essential to direct the

proposed reforms for the future. However, one can not on the pretext of bringing
economic improvements back from the social point of view. Therefore, it is necessary
to carry out a detailed evaluation of the reasons for the social security deficit, before
any alteration, aiming not only to avoid prejudicial reforms, but also to implement
them in a conscious way, the State should introduce fiscalization and error- in
addition to government surveys that identify the real reasons for the deficit and based
