COERÊNCIA E PERTINÊNCIA DAS METAS DO PLANO MUNICIPAL DE EDUCAÇÃO DE COLATINA (ES): UM ESTUDO À LUZ DO PLANO NACIONAL DE EDUCAÇÃO

This study analyzes the coherence and relevance of the goals established in the Municipal Education Plan (PME) of Colatina, Espírito Santo, Brazil, in relation to the guidelines and goals of the National Education Plan (PNE), considering the municipality's territorial specificities and educational demands. This qualitative research adopts a case study approach based on documentary analysis of legislation, monitoring reports, municipal education conference proceedings, and national, state, and municipal policy documents that supported the development of the PME. The findings indicate that the municipal plan maintains strong alignment with the twenty goals established by the PNE while incorporating specific adaptations to address local educational needs, particularly regarding early childhood education, educational quality indicators, and educational funding. However, the study identifies weaknesses related to the absence of monitoring indicators, implementation timelines, and systematic evaluation mechanisms, as well as limitations associated with educational financing and intergovernmental cooperation. It is concluded that the effectiveness of the Municipal Education Plan depends not only on its formal alignment with the National Education Plan but also on the incorporation of updated territorial diagnoses, democratic governance, social participation, and feasible implementation and monitoring strategies. These elements are essential to strengthen educational planning and improve the effectiveness of public educational policies at the municipal level.
